Turtle Tower in San Fran's Civic Center neighborhood has the best Pho Chicken I have ever tasted...  It comes complete with intestines, liver and gizzard.  The broth is always refreshing and perfectly seasoned.  The first time I went we waited a bit because it was so crowded, but it was totally worth the wait.  The second time I went this past fall, I realized they had an entire back section now to accommodate their growing number of customers...  We were seated quickly and I was in heaven once more...  Here is a link to all the wonderful reviews:
